為鼓勵具潛力之優秀外國學生來台留學，增進彼等對我風土民情及國家發展之瞭解，日後產生友誼支持，同時拓展對外關係、強化邦誼、增進與外國政府、學校、文教機構及團體等之教育學術交流合作關係，中華民國政府設置多項獎學金供外籍人士申請。
